Why Jigawa may not achieve 80 per cent of 2023 budget implementation – CSO


Data dobatined for the first to third quarters of the 2023 budget performance in Jigawa State indicates that the state may struggle to attain an 80 per cent budget implementation rate.

Comrade Isah Mustapha, the Executive Director of the Exceptional Leadership and Integrity Promotion Initiative (ELIP), made this revelation during a presentation on the state’s 3rd quarter budget performance in Dutse.

He reported that the overall budget performance from January to September was only at 48.7 per cent, a figure significantly lower than the desired target.

Mustapha stated, “The revised 2023 budget is N198,075,000,000,00, and from January to September, only 48.7 per cent was implemented.”

He explained that the critical sectors of Education, with a 38.1 per cent implementation rate and a mere 0.5 per cent release in the third quarter, and Health, which stood at 40.6 per cent. Notably, the health sector had been grappling with low budget performance since 2016.

“The third quarter health sector budget stood at 40.6 per cent, representing a total budget release for both recurrent and capital expenditure at N12,627,727,952,75.

Mustapha added, “The first quarter overall budget performance dropped by 4 per cent, decreasing from 22 per cent in the first quarter to 18.3 per cent in the secondquarter. Additionally, the capital component of the budget declined from 24 per cent in the first quarter to 13.2 per cent in the second quarter.”

He expressed concern that if the current trend of budget releases across all sectors continues, Jigawa State may struggle to achieve an 80% budget performance in 2023.

Mustapha, therefore, urged all stakeholders, including the executive, legislative bodies, agencies, civil society organizations and the media, to collaborate diligently to ensure the timely release and effective utilization of funds for the betterment of the state’s citizens.
